Products Export To Australia And Value Less Than 1000 AUD Be Charged GST Or Not?

These days we are confused by a question. Products which exported to Australia, and value less than 1000 AUD should be charged GST or not?
Customer decides to purchase machine knife samples, however, he asks us to provide a code to apply for free GST.
We asked forwarder, searched on the Internet, and also consult Australian customer, but answer is different.
Anyone knows about it?
